EU Relevant, Inclusive, Timely, Trusted, and Open Research Innovation Indicators

Relevant

Relevant indicators capture policy-relevant information at the right level of geographical and sectoral resolution, and in a sufficiently timely manner. Relevant indicators capture the emergence of new activities, an essential feature of innovation, and are available in time for R&I policymakers to make the right decisions.

Inclusive

Inclusive indicators are not confined to the activities of STEM disciplines and science-based and tech-intensive industries, and also capture other innovative industries in services, creative and digital and low-tech sectors, as well as important conditions for R&I performance, such as informal networks and labour flows.

Trusted and Timely

Trusted and timely indicators can be used by policymakers without severe concerns about their representativity, quality, interpretability and timeliness. Where they have limitations, these are clearly indicated in order to prevent misuse and misapplication. They are also trusted by researchers and industry who see how they capture real-world features of innovation such as complexity, connectivity and inter-disciplinary and inter-industry crossover.

Open

Open indicators are open and transparent, and can be reviewed and analysed by anyone, in a way that makes R&I processes more democratic. As much as possible, the data and code used to develop these new indicators is open, in order to make them fully reproducible, and multiply the opportunities for their improvement, extension and application.

COVID19

The European Commission is mobilising its R&D efforts to tackle COVID-19. This policy effort needs to be informed by Relevant, Inclusive, Trusted and Open indicators. The EURITO project is scoping options to create those indicators building on existing work and complementing ongoing measurement efforts at the Commission.

Our work in the EURITO COVID-19 pivot would seek to validate, automate and expand on the Commission’s efforts by:

Identifying other projects and organisations that could play a role in the mission against COVID-19
Analysing the composition of the EC response to the pandemic
Generating evidence about the impact of EC funded projects in the fight against COVID-19

About us

The partners of the EURITO consortium are key players with recognised leadership, proven expertise, experience and skills covering the project’s scientific aims from policy knowledge, big data processing and analytics to visualisation.

Nesta, with almost 20 years experience working in the R&I policy domain, leads the consortium. 

DTU (Denmark) is a leading university in technical and natural sciences, with strong experience using big datasets and methods to address the needs of R&I policymakers and industry.

FRAUNHOFER Gesellschaft (Germany) is a leading organisation in applied research and development, and the team involved has significant experience consulting with R&I policymakers at the national, European and international levels.

Fundación Cotec para la Innovación (Spain) has more than 25-years experience analysing the innovation system, as well as its evolution in the Spanish and international context.
